Civil Protection Workshops

How prepared are the European states to face situations of emergency? What exact means are in place in order to counter or react to a crisis? What international mechanisms are at the governments’ disposal in order to deal more efficiently and rapidly with such situations? EHSA’s workshops on civil preparedness are inscribed within this perspective. Policy-makers, senior civil servants, prime-responders and industrial manufacturers all meet and discuss these issues in a concrete way.

The first half of the one-day workshops is used for national presentations by a “subject country”, while the afternoon is dedicated to a practical exercise, in which the participants are confronted to a civil emergency situation where they must discuss the possible options out of the crisis and present their finding to the organizers.

In general, the workshops focus on policies of civil defence and protection at national and regional levels (budgets, reforms etc.) and, more specifically, in the following technical areas:

• Structures of command and crisis management issues, together with the associated technical resources
• The capacity of first responders to manage unconventional situations
• The capacity to cope with exceptional public health crises at the national and regional levels

These daylong meetings take place in Brussels from 10:00 AM to 5:30 PM, including a lunch break. This arrangement allows most participants from European countries to travel to and from Brussels on the same day.

The working language is English, but simultaneous translation can be provided in French and the language of the invited “subject country”.

The workshop-related material will be produced on a CD ROM and include a summary of each day’s proceedings as well as a copy of every speaker’s presentation.
